Some NSFs see "free healthcare with 11B" and ask a fair question: can you use that to do broad preventive checks when nothing feels wrong?

The safe answer is more specific than "yes" or "no". 11B medical benefits cover official medical-treatment routes, referrals, public healthcare subsidies, and limited private outpatient reimbursement. They do not turn every general screening package into an NS-covered benefit, and they do not replace the need to report real symptoms through the right medical route.
