HSP SAF100 and Employer Leave Guide

Practical guides for Singapore NSFs and NSMen

Booking the SAF Health Screening Programme is one task. Getting the right proof for work is another.

The confusing case is common: eHealth shows an HSP appointment, your employer asks for an official call-up document, and you cannot yet find a SAF100 in OneNS. The safe response is not to guess when the notice will appear or treat an appointment screenshot as the same document.

This guide separates the HSP appointment, HSP panel call-up, SAF100, and employer leave workflow. It is unofficial. Your SAF100, SAF eHealth record, OneNS, Personnel Admin Centre, employer process, and written MINDEF instructions override this article.

Quick version
  • SAF HSP is mandatory at age 35 and yearly through age 45 for IPPT-eligible SAF NSmen.
  • Book HSP through SAF eHealth or your unit's Personnel Admin Centre; MINDEF says the process can start three months before the relevant birthday.
  • MINDEF lists an HSP panel as one activity that a SAF100 may notify you to attend. View a served SAF100 in OneNS under ICT and Manning.
  • Employer leave protection follows the ORNS dates stated in the SAF100. An appointment confirmation is useful advance notice, but it is not automatically the same document.
  • Public guidance does not promise a universal SAF100 issue date before HSP. If the appointment exists but the notice is missing, check the official records and contact the Personnel Admin Centre instead of relying on forum timing.

What This Applies To

  • IPPT-eligible SAF NSmen approaching age 35 or an annual HSP after that.
  • NSmen who have booked HSP but cannot find a corresponding SAF100.
  • Employees who need to tell a manager or HR team about time away from work.
  • Anyone trying to separate a medical appointment confirmation from an official NS call-up.

This is not medical or legal advice. It does not decide whether a specific appointment is an ORNS call-up, what leave code an employer should use, or whether a missing screen changes an instruction already issued to you. Clarify those case-specific points through the official channel.

HSP, The Appointment, And SAF100 Are Different Records

The first useful distinction is simple:

RecordWhat it tells you
SAF eHealth appointmentThe medical centre, date, time, and appointment workflow.
HSP statusWhether the health-screening process is required, underway, cleared, or needs follow-up.
SAF100The official Order to Report for National Service for the call-up and dates stated in it.
Employer leave recordYour employer's internal record for the absence, based on the official documents and dates supplied.

MINDEF's public SAF100 explanation lists an HSP panel among the activities that may be notified through a SAF100. That does not make every appointment screen a SAF100, and it does not establish one universal notice timeline for every HSP case.

Read each record for its own purpose. If the records do not line up, ask the office that owns the appointment or call-up to reconcile them.

Step 1: Confirm Whether HSP Applies

MINDEF says HSP is mandatory for IPPT-eligible SAF NSmen at age 35 and yearly after that through age 45.

This is a SAF rule. Home Team NSmen should use their MHA NS Portal instructions instead of assuming the same workflow.

For SAF NSmen, MINDEF says the HSP process can start from three months before the birthday for the specified screening age. That early window matters because the screening can affect later IPPT or NS FIT eligibility.

If your main problem is a fitness booking block rather than work leave, use the HSP before IPPT or NS FIT guide.

Step 2: Book Through The Medical Route

MINDEF directs NSmen to make the HSP appointment:

  • through the SAF eHealth portal; or
  • through the unit's Personnel Admin Centre.

If you need appointment help, the Personnel Admin Centre is the named support route. Keep the appointment confirmation because it shows the operational details you need for planning, even if the SAF100 is handled separately.

Before attending, collect relevant medical reports, investigation results, and current medication details. MINDEF says incomplete medical information can lead to repeat appointments after further reports become available.

Do not send your medical documents to HR merely to prove that HSP exists. Medical evidence belongs with the medical channel unless an official process specifically requires otherwise.

Step 3: Check For The SAF100 Separately

MINDEF defines SAF100 as the Order to Report for National Service. It says NSmen can view their SAF100 through the ICT and Manning eService on OneNS.

When a SAF100 is served:

  1. open the notice and verify the activity and dates;
  2. compare those details with the SAF eHealth appointment;
  3. acknowledge the call-up through the stated MINDEF channel or ICT and Manning on OneNS;
  4. save a copy for your records and employer.

MINDEF says call-up notification is sent by SMS or email. Its public guidance also says a hard copy is sent by registered mail if the call-up is not acknowledged within 10 days. Do not use that as a reason to wait for paper when the electronic notice is already available.

For the wider acknowledgement workflow, read the SAF100 acknowledgement guide.

Step 4: Give Your Employer The Official Dates

MINDEF says employers must grant NSman employees leave of absence for the entire period they are called upon to attend ORNS activities, with the dates stated in the SAF100 served to the NSman.

The key phrase is the dates stated in the SAF100.

Once the notice is available, send your manager or HR team:

  • the relevant SAF100 or employer-facing copy;
  • the call-up dates and time away from work;
  • any internal leave form your employer requires;
  • a short note that this is an ORNS call-up.

You normally do not need to explain diagnoses, test results, medication, or the medical discussion. The employer needs the official absence record, not your private clinical file.

A concise message can be:

I have an SAF HSP-related ORNS call-up on [date/time]. The SAF100 is attached and shows the official call-up period. Please let me know which internal NS leave workflow I should complete.

If the employer questions the official document or leave period, keep the discussion tied to the SAF100 dates and use MINDEF's official employer/NS contact route for clarification.

What If The HSP Appointment Exists But SAF100 Is Missing?

Do not invent a deadline from Reddit comments. Current public MINDEF guidance does not state that every HSP SAF100 will appear a fixed number of days before the appointment.

Use this sequence:

  1. Keep the appointment confirmation. Record the eHealth date, time, medical centre, and when you booked it.
  2. Check ICT and Manning on OneNS. A SAF100 is viewed there, not inferred from the appointment screen.
  3. Check notification channels. Review the registered email and phone number used for MINDEF notifications.
  4. Contact the Personnel Admin Centre. Ask whether the appointment has a related SAF100, when the employer-facing call-up record will be available, and which instruction controls attendance.
  5. If OneNS access or display is the problem, use official support. MINDEF says NSmen who cannot view their SAF100 because of OneNS issues may email contact@ns.gov.sg for assistance.
  6. Tell HR early without overclaiming. Share the appointment confirmation as advance planning evidence, explain that the formal call-up record is being checked, and forward the SAF100 when it is served.

Do not assume that a missing SAF100 cancels a booked appointment. Do not assume the appointment screen alone proves the exact statutory leave period either. Ask for written reconciliation while following the latest official instruction you do have.

If The Date Cannot Be Attended

Changing the work calendar is not the same as changing the HSP appointment.

MINDEF says NSmen who cannot complete HSP on time should make an appointment as soon as possible through SAF eHealth or the Personnel Admin Centre. It also says to provide a reason when rescheduling or cancelling a medical appointment.

Use the medical booking route first:

  • check whether a different HSP slot is available;
  • contact the Personnel Admin Centre if the portal does not resolve it;
  • record the approved change;
  • then re-check the appointment and any related SAF100 dates;
  • update the employer with the new official record.

Do not move or skip a call-up only through an employer calendar. The NS record and work record need to agree.

A Practical Timeline

Up to three months before the relevant birthday

  • Check whether HSP applies.
  • Open SAF eHealth and review available appointments.
  • Contact the Personnel Admin Centre if booking help is needed.

After booking

  • Save the appointment confirmation.
  • Prepare relevant medical reports, test results, and medication information.
  • Give the employer provisional advance notice if the appointment falls during work.
  • Check ICT and Manning for a related SAF100.

When The SAF100 Is Served

  • Compare the call-up and appointment details.
  • Acknowledge the call-up through the official channel.
  • Send the official dates to HR.
  • Keep the notice and acknowledgement proof.

After HSP

  • Check the HSP or medical follow-up status.
  • Complete any further appointment or report request.
  • Re-plan IPPT or NS FIT only from the official fitness outcome.

Evidence Worth Keeping

  • SAF eHealth appointment confirmation;
  • SAF100 and acknowledgement proof;
  • HR submission or NS leave confirmation;
  • Personnel Admin Centre or official support reply;
  • HSP status and any follow-up appointment;
  • relevant medical documents kept privately for the Medical Officer.

This is not paperwork for its own sake. It lets you show what the medical system said, what the call-up said, and what your employer received without mixing the records together.

Common Mistakes

  • Treating the HSP appointment screen as automatically identical to a SAF100.
  • Waiting for an unsupported forum deadline before checking OneNS.
  • Sending medical reports to an employer when the SAF100 is the relevant absence document.
  • Using annual leave immediately without first checking the official NS leave route.
  • Assuming a missing SAF100 means the appointment can be ignored.
  • Rescheduling only with the employer and leaving SAF eHealth unchanged.
  • Planning IPPT before confirming the HSP outcome.

Frequently Asked Questions

Where can I find my SAF100 for HSP?

MINDEF says NSmen can view a served SAF100 through the ICT and Manning eService on OneNS. If the HSP appointment exists but the notice is missing, contact your Personnel Admin Centre and ask which official record applies.

Must my employer grant leave for an HSP call-up?

MINDEF says employers must grant leave of absence for ORNS activities for the dates stated in the SAF100 served to the NSman. Use the official SAF100 dates when applying through your employer's process.

When will the HSP SAF100 be issued?

Public MINDEF guidance does not publish one universal issue timeline for every HSP case. Check ICT and Manning, monitor the registered notification channels, and ask the Personnel Admin Centre if the appointment is approaching.

Bottom Line

Treat the HSP appointment, SAF100, and employer leave record as connected but separate. Book through SAF eHealth or the Personnel Admin Centre, check ICT and Manning for the official call-up, give HR the SAF100 dates, and ask the official owner to reconcile any missing or conflicting record.
