NSF Allowance and CPF: Check the Payment Type
An empty CPF contribution line during full-time NS can look like a payroll mistake, especially if you worked before enlistment. Start by identifying what the payment is for. Your NSF allowance and wages from a civilian employment contract belong to different categories.

Quick version
- Identify whether the payment covers civilian work or full-time NS.
- Keep employment dates and payment periods together.
- Ask about the specific disputed transaction.
What CPF Board actually says
CPF Board states that CPF contributions are not payable for NSFs enlisted under the Enlistment Act because they are not employed under a contract of service. That explains why an NSF allowance should not be compared directly with the CPF deductions on an ordinary civilian payslip. See CPF Board's NSF answer.
For civilian employment, CPF Board explains that Singapore Citizen or Permanent Resident employees earning more than S$50 in total monthly wages generally receive employer CPF contributions. Full-time, part-time, temporary and casual employment can fall within that framework. The applicable calculation depends on the employee's circumstances; use CPF Board's employee guidance, rather than copying a friend's contribution percentage.
This article is unofficial record-checking guidance. It does not determine your individual contribution entitlement or authorise outside employment during NS.
Separate three periods in your records
Make a simple timeline with your last civilian working day, enlistment date and first civilian working day after ORD. Next to each payment, write the employer or paying organisation, the period covered and the description on the payslip.
A bank transfer date alone is insufficient. A payment received after enlistment might relate to work completed earlier. Likewise, receiving a final salary after leaving a job does not make that payment an NSF allowance. Keep the underlying payslip or ask the former employer which period the transfer covers.
Use three folders: pre-enlistment employment, full-time NS allowance and post-ORD employment. Save the corresponding CPF transaction entries separately. This lets you ask about one missing contribution without mixing it with several months in which you were receiving only an NSF allowance.
When something appears missing
Suppose your former employer pays a final salary in September after your August enlistment. Your question should describe the civilian work and the payment, rather than simply saying that September has no CPF. Send payroll the payslip reference, employment dates and the contribution entry you expected them to explain.
A useful message is: “This payment relates to my final month of civilian employment. Could you confirm the wage period, whether CPF was payable, and the contribution submission reference?” This is an NSVault suggestion for organising an enquiry, not a CPF claim form.
Do not post your full CPF statement in a public forum. A cropped, redacted example can explain the issue to a friend, but the detailed documents belong in the official enquiry or employer channel.
Before your first job after ORD
Ask payroll where you will receive your payslip and how to raise a correction. Keep the employment contract, starting date and first payslip together. When reviewing the first payment, distinguish gross salary, deductions and the amount actually credited to your bank.
Avoid budgeting from another person's take-home figure. Age, citizenship or PR circumstances, wages and other relevant factors can change the calculation. The practical habit is to compare your own documents and ask payroll to explain the inputs used.
Reservist pay is another category
Returning for ORNS while employed is not the same as receiving an NSF allowance. CPF Board's payment classification guidance explains employers' CPF responsibilities during NS training, including make-up pay. Ask your employer how your normal CPF contribution is being handled during the call-up.
Keep that future reservist question separate from your NSF allowance history. For the actual allowance record, use our NSF payslip guide. For a disputed civilian contribution, take the precise employment and payment records to CPF Board through its official channels.
Frequently Asked Questions
Should I compare my allowance with a civilian payslip?
Compare the payment categories first. An employment salary and an NSF allowance are governed by different arrangements.
What should I send payroll about a missing entry?
Start with the civilian employment dates, payslip reference and contribution entry you want explained.
What if the transfer arrived after enlistment?
Check the period it pays for. The bank transfer date alone does not identify the payment category.
