Self-Employed NSmen: Make-Up Pay Evidence

If you work for yourself, the hardest part of an NS make-up pay query is often explaining what the income figure represents. A bank deposit, invoice, annual trade-income figure and replacement invoice can describe different things.
Build a small evidence pack around the claim option that applies to your activity. This unofficial preparation guide does not calculate your entitlement or replace the current NSmen Payments instructions.

Confirm the activity and calculation route first
MINDEF's current explanation of self-employed Make-Up Pay lists three routes. The default Income Tax Option uses trade income for the year of the ORNS activity; with consent, income data is retrieved from IRAS. If that year's assessment is unavailable, payment can be provisional and later adjusted upward or recovered.
The Average Income Option uses net self-employment income for the six months immediately before the activity and requires supporting documents. The Replacement Option concerns fees paid for stand-in doctors, dentists or transport drivers. The answer excludes IPPT, NS FIT and mobilisation from MUP applicability.
Check that official page and the service instructions before preparing a claim. Do not select an option merely because a rough calculation looks larger, or assume every freelancer can use replacement costs.
Write down what each number means
Start with a one-page index for your own use. Record the activity dates, the relevant business or work arrangement, the option displayed in the service and any amount already shown. Then list the documents you have without uploading everything immediately.
For each figure, note its period and meaning. Is it gross invoicing, money received, net income or an expense? Does it cover the whole business or your personal share? Is it a provisional official amount or your own estimate?
This distinction matters when you ask for help. “My June bank credits are higher” leaves the reviewer to discover whether those credits relate to June work, earlier invoices, refunds or another source.
Prepare a traceable income explanation
For an average-income enquiry, organise relevant monthly records so another person can follow the totals. Keep the original records and a separate summary. Label corrections rather than changing the source documents to match a preferred total.
A useful preparation table has month, document reference, description and amount. It is not an official form and does not establish which items are claimable. Submit the categories and evidence requested by the service, and ask about unclear items before treating them as eligible.
If your circumstances changed recently, such as moving from employment into freelance work, explain the dates directly. Do not blend employment wages and business receipts into a single monthly number without identifying their sources.
Ask precise questions about unusual items
Examples worth clarifying include a one-off large receipt, business income shared with a partner, a cancelled job, an expense reimbursement, or income paid long after the work. State what happened and provide the relevant period rather than describing everything as lost salary.
For replacement work, check that your occupation and arrangement fall within the published option. Prepare the actual engagement and payment records the service asks for. Paying someone to cover a task does not by itself establish that a replacement claim qualifies.
Keep provisional payments visible in your budget
If a payment is provisional, label it that way in your records. Save the displayed basis and payment notice, then compare any later adjustment against the same activity. Do not assume a later credit or recovery belongs to your newest training simply because it arrives afterward.
A short reconciliation record can contain activity reference, initial amount, adjustment amount and the explanation supplied. If you disagree, ask which income period and source were used. That makes the query about an identifiable calculation rather than a general expectation.
Before you submit
Check names, dates, option, required attachments and any declaration carefully. Save the acknowledgement and follow the service's stated follow-up instructions. An uploaded document is not the same as an approved claim.
If the activity or option is missing, report that specific problem through the official assistance route. Avoid creating duplicate claims just to see whether one works. Your best evidence pack is the smallest accurate set that lets the reviewer understand the requested calculation.
