SAF No. 4 Fit and Exchange Guide
A No. 4 that does not fit can be an e-fitting problem, an issued-kit problem, an eMart purchase exchange, or an alteration question. Those routes are not interchangeable.
The most time-sensitive route is a recent eMart purchase. Current MINDEF guidance says you should request an eligible sizing exchange within 7 working days, and the item must remain unused and in its original packaging.
This guide separates the routes without inventing a blanket tailoring rule. It is unofficial. Your unit instructions, current uniform standards, OneNS, eMart staff, and MINDEF guidance override anything here.

Start With The Route, Not The Tailor
Use the event that created the fit problem:

That first split prevents two expensive mistakes: paying to alter an item that was still exchangeable, or applying a purchase rule to issued kit when the public page does not say it applies.
Before Enlistment: Update E-Fitting Early
MINDEF describes e-fitting as the measurement process used to issue correctly sized uniforms, boots, apparel, and other personal equipment on enlistment day.
In its published weight-loss case, MINDEF says you may walk in to CMPB to retake your e-fitting measurements at least two weeks before your enlistment date. The public answer does not state that every other kind of measurement change follows the same walk-in route, so confirm those cases with CMPB.
This is the cleanest point to fix a known sizing change. It is better to update the input before kit is prepared than to assume every fit problem can be solved after issue.
Practical checks:
- Confirm the latest enlistment date.
- Count the two-week boundary conservatively.
- Check CMPB's current location and operating information before travelling.
- Bring the identification and appointment or enlistment details required by the current instructions.
- Keep any confirmation or record of the visit.
MINDEF also says pre-enlistees do not need to buy military-issued items for BMT. Essential items such as uniforms and boots are issued, so do not buy a speculative No. 4 before enlistment to solve a measurement concern.
Newly Issued Uniform: Use The Issued-Kit Route
CMPB says SAF full-time national servicemen are issued the equipment and personal effects needed for service, including the No. 4 uniform. Its current issue list shows five No. 4 shirts and five trousers for SAF full-time national servicemen.
The important limitation is that MINDEF's public eMart exchange pages are written for items bought at an eMart outlet or online purchases. They do not publish a universal issued-kit exchange deadline or a single process for every training school and unit.
If issued kit is clearly the wrong size:
- raise it during the current kit check or as soon as the problem is noticed;
- keep the item in the condition instructed by the unit;
- identify the exact item and size rather than saying the whole set is wrong;
- ask which issued-kit or logistics route applies;
- do not assume an outside alteration is the authorised first step.
This is one of the places where the local instruction matters. A purchase receipt is evidence for an eMart transaction; it is not evidence for an issued-item exchange.
Physical EMart Purchase: The 7-Working-Day Window
MINDEF says a physical eMart purchase may be exchanged only for sizing or a defective item. It says you should request the exchange:
- within 7 working days of purchase;
- in person at an eMart outlet;
- with the eMart receipt;
- while the item is unused and in its original packaging.
That means the safe sequence is:
- Check the fit without using the item for training.
- Keep every part of the original packaging.
- Keep the receipt readable.
- Locate a current eMart outlet.
- Follow the published guidance and make the in-person request within 7 working days.
The policy describes when a request may be made. It does not guarantee that every size is in stock at every outlet. If the required size or route is unclear, call the relevant outlet or eMart support before travelling.
Online Purchase: Keep The Delivery Note
For online purchases, MINDEF allows exchanges for:
- sizing;
- defective items; or
- wrongly delivered items.
MINDEF says you should request the exchange within 7 working days of receiving or collecting the item. The request is in person, and you should bring the delivery note or eMart receipt. The item must be unused and in its original packaging.
If the parcel contains the wrong item, MINDEF separately directs users to the eMart Customer Service Centre or online.orders@stlogs.com.
Do not blur these two cases:
- You selected the wrong size: preserve the item and use the sizing-exchange route.
- The delivered item is not what you ordered: preserve the order evidence and use the wrong-delivery support route.
If the order itself is still missing, use the SAF eMart delayed-order checklist instead. A missing parcel and a poor fit are different support problems.
Check Exchange Before Alteration
Current public MINDEF pages verify e-fitting, purchase exchanges, eMart locations, contact channels, and payment restrictions. They do not publish a blanket rule saying that every No. 4 alteration by any private tailor is acceptable.
That gap matters. A recent item must be unused and in its original packaging for the published exchange route. Once it has been worn, washed, cut, tapered, shortened, or otherwise changed, you should not assume it still meets those conditions.
Use this order:
- Check whether the problem is actually sizing or a defect.
- Preserve the exchange window and evidence.
- Ask the unit or eMart which official route applies.
- If alteration is still being considered, confirm the current uniform standard and exactly what may be changed.
Do not use a Reddit comment, an old shop practice, or a friend's unit experience as proof that a structural uniform change is allowed today. Public guidance does not specify every acceptable alteration, badge placement, or course-specific requirement.
Small repairs are a different question from changing fit. CMPB says the issued sewing kit is intended to mend gear and includes a camouflage cloth patch and replacement small items such as buttons. That does not create permission for every fit alteration.
If Your Old No. 4 No Longer Fits Before ICT
MINDEF says NSmen who do not have the new uniform or other personal equipment in their SAF100 packing list may purchase items from commercial SAF eMart outlets or online through OneNS.
Check these four things early:
- The SAF100: what attire and equipment does it actually require?
- The fit: can you move and wear the uniform as intended, not merely close it while standing still?
- The lead time: do not leave purchase, sewing, collection, or exchange until the reporting day.
- The unit route: ask the contact in the official instruction if a required item cannot be obtained in time.
Do not rely on a generic online packing list to override your SAF100. MINDEF's current mobilisation guidance says units can have their own packing lists and tells NSmen to use their unit briefing and contact route for clarification.

Credits, Stock And Outlet Access
Current MINDEF guidance says Army No. 4 uniforms can only be bought with eMart credits. There is no advance credit top-up.
That creates a practical decision:
- If you have enough credits, check the correct size and purchase route.
- If credits are short, contact the eMart policy channel rather than assuming cash can replace credits for an Army No. 4.
- If stock is uncertain, call the outlet before travelling.
- If the chosen outlet is inside a camp or base, ensure you have the required security clearance.
MINDEF maintains a current list of commercial, camp, base, and mobile eMart locations. Opening hours and temporary closures can change, so use the live page rather than copying an old outlet list from a forum post.

A Clean Fit-Problem Checklist
Before you leave for an outlet or send a support request, record:
- service stage: pre-enlistee, NSF, regular, or NSman;
- item: shirt, trousers, boots, or another piece;
- whether it was issued, bought in person, or bought online;
- purchase, delivery, or collection date;
- current size and size needed, if known;
- receipt, delivery note, order number, and packaging;
- whether the item remains unused;
- next reporting, ICT, course, or enlistment date;
- the exact answer you need: measurement update, issued-kit route, exchange, stock check, or policy clarification.
One clear route and one complete evidence set will usually get a better answer than asking several shops whether they can "just alter it".

- Washing or altering a recent purchase before checking exchange eligibility.
- Throwing away the receipt, delivery note, or packaging.
- Treating an issued uniform as if it came with an eMart purchase receipt.
